Strategies for the Development of Educational Waqf in Islamic Educational Institutions in Indonesia

Educational waqf represents one of the most promising yet underutilized instruments of Islamic social finance in Indonesia. Despite a waqf potential exceeding IDR 180 trillion annually, most waqf assets remain unproductively managed, particularly within Islamic educational institutions such as pesantren, madrasah, and Islamic schools. This study examines strategies for developing educational waqf in Indonesian Islamic educational institutions through a Systematic Literature Review (SLR) based on the PRISMA 2020 protocol. Literature searches were conducted across four databases: Scopus, Web of Science, Google Scholar, and Garuda/SINTA, covering publications from 2019 to 2025. Of 876 articles initially identified, 38 studies met the full inclusion criteria after four stages of screening, including duplicate removal, title-abstract review, full-text eligibility assessment, and quality appraisal. Thematic synthesis reveals four dominant strategy clusters: (1) institutional capacity building through nazhir professionalization and good waqf governance; (2) financial instrument diversification via cash waqf, Cash Waqf Linked Sukuk (CWLS), and waqf-based crowdfunding; (3) digital transformation through waqf fintech platforms and blockchain-based accountability systems; and (4) regulatory alignment with Law No. 41 of 2004, BWI regulations, and PSAK 112. Findings indicate that pesantren and madrasah face persistent challenges in legal land certification, nazhir competency, public trust, and productive asset utilization. Studies originating from Java dominate the literature, creating a geographic research gap. This review contributes a conceptual strategic framework for waqf development in Indonesian Islamic educational institutions and identifies five priority areas for future empirical research.
